Kindergarten (KPM) TEA Reporting Requirements
Statute Description:
Texas Education Code (TEC) §28.006(c-2), all LEAs must administer a Commissioner approved Reading Literacy Screener to Kindergarten students at BOY. LEAs may use the Circle Kindergarten Entry Assessment (KPM) Literacy Screener to meet legislative requirements. This raw data is submitted to the Early Childhood Data System (ECDS) yearly.
Per Texas Education Code 38.003, all LEAs must administer a Dyslexia Screener to Kindergarten students at EOY. LEAs may use the Circle Kindergarten Entry Assessment (KPM) Dyslexia Screener to meet this requirement.
ERI Codes: Although ERI codes are no longer collected through PEIMS as of the 2025–2026 school year. LEAs may still use KPM data to inform local decisions about early reading support.
Assessment Tool Implementation:
The Literacy Screener is comprised of the following measures: Spelling, Letter Names, Vocabulary. These measures create a KPM Literacy Screener Composite Score (calculated by faculty and researchers at CLI) and the Statewide Kindergarten Readiness Score (calculated by TEA beginning Fall 2022).
TEA Data Reporting Requirements:
Literacy Screener composite scores are reported to the state’s Early Childhood Data System (ECDS) each year to meet the data requests of 28.006.
Dyslexia:
Many LEAs use the Dyslexia Screener to administer at EOY to Kindergarten students to report risk of dyslexia codes to PEIMS. The Circle Kindergarten Entry Assessment (KPM) dyslexia screener found in Wave 3 (EOY) is comprised of KPM measures that directly align with the required measures outlined by TEA and the Dyslexia Handbook: https://tea.texas.gov/academics/special-student-populations/dyslexia-and-related-disorders
KPM Dyslexia Screener (EOY) includes:Letter Sounds (Receptive and Expressive)
Blending (Receptive and Expressive)
Decoding (Spanish only)
Family Communication Requirements: Families must be notified of BOY results in writing or electronically no later than the earlier of the 20th school day or the 30th calendar day after results are available. Established in House Bill 2, Article 5, Section 5.09, 89th Texas Legislature (amending TEC, §28.006).
