KPM: Why is the Literacy Screener only available for Wave 1 and not Waves 2 or 3?

 Answer

The Circle Kindergarten Progress Monitoring (KPM) Literacy Screener is designed to be administered only during Wave 1 (Beginning of Year) because of its specific purpose and legislative origin.

A screener provides a quick snapshot of whether a child’s literacy development is on track at the start of the school year. Unlike ongoing assessments, which monitor growth over time, a screener is intended to inform initial instructional decisions and identify students who may need additional support early on.

As the school year progresses, students benefit more from comprehensive progress monitoring than from repeated screening. Their skills become more complex, and ongoing assessment offers a deeper understanding of their development.

This design aligns with House Bill 3 (HB3), which requires all LEAs to administer a literacy screener in Kindergarten during the Beginning-of-Year (BOY) window. In response, CLI developed the Literacy Screener component of KPM specifically to meet this legislative requirement.
