CPM: TEA ECDS Requirements and Submission
Texas school districts and charter schools are required to collect and report prekindergarten assessment data for eligible students through the Texas Early Childhood Data System (ECDS).
Circle Progress Monitoring (CPM) may be used to meet the Texas Education Agency progress monitoring requirements and to support required ECDS submissions for prekindergarten programs.

State Requirements for Prekindergarten Progress Monitoring
To support high-quality, full-day prekindergarten for eligible 4-year-old students, school systems must collect student progress monitoring data at the beginning-of-year (BOY), middle-of-year (MOY), and end-of-year (EOY) in five required domains using an instrument from the Commissioner’s List of Approved Prekindergarten Progress Monitoring Instruments, in accordance with 19 Texas Administrative Code §102.1003(c)(1).

4 year-old Pre-K students: Raw BOY and EOY data for eligible 4-year-old prekindergarten students must be submitted to TEA through the Prekindergarten ECDS Collection.
3 year-old Pre-K students: Progress monitoring for eligible 3-year-old students is not required and may be conducted at the school system’s discretion.
Using CPM for TEA ECDS Reporting
LEAs using Circle Progress Monitoring submit prekindergarten data to TEA through the
Ed-Fi ECDS submission process.
For required ECDS reporting, CPM data include only BOY and EOY results in the required domains.
For most districts: Wave 1 (BOY) and Wave 3 (EOY)
For districts using CPM with 4 waves: Wave 1 (BOY) and Wave 4 (EOY)
Submit ECDS data as early as possible after the submission window opens to allow time to identify and resolve data issues before the state deadline.
Before sending prekindergarten data to ECDS, verify the following:
Only students with valid TSDS IDs will be included in the export and reflected in score reporting for submission.
Administration Assessment Windows
The instrument administration windows are determined locally. It is recommended that the BOY instruments be administered within the first 60 days of school so that the resulting data can be used for instructional purposes.
CLI Engage does not establish assessment windows. District administrators may utilize the CLI Engage Assessment Lock feature to prevent assessments from being administered outside locally defined windows. Use this feature to help ensure teachers assess during designated testing windows, but it does not impact reports or Ed-Fi data sent to ECDS.
School systems should ensure they have systems in place to collect and report student progress monitoring data for students who may have missed the administration or enrolled after the designated window. This data is crucial for ensuring Texas Public Education Information Resource (TPEIR) reports on prekindergarten student assessment results are accurate.

Family Communication
As part of the required family engagement plan, school systems are encouraged to provide families with progress monitoring updates that address all five required domains at least three times each year. Use CLI Engage Parent Reports for ongoing communication to help families understand student growth and support stronger school-home partnerships.
