Assessment screenings

Assessment screenings:  

  • For certified ELPs (Early Learning Programs) use the monitoring deficiencies feature in Engage. Use the Initial screening feature in Engage for any Initial applicant. Screenings must be conducted within the week of the assessment by using the monitoring deficiencies or Initial screening.  

If deficiencies are found,  

  • Determine if an impact must be applied (initial assessments will be canceled if ELP (Early Learning Program) does not meet the initial screening). The LWDB and ELP will be notified via email. The ELP will receive a phone call to explain the reason for the ineligibility. 

  • Determine the type of impact  

  • Complete the certified screening form according to the facility type  

  • Screenshot the ELPs CCR (Child Care Regulations) history (visit the DFPS website and Search for Child Care Center or Home)  

  • Create the Texas Rising Star Impact Notice form (select the applicable impact) - ensure you are using the most current version of the form.  

  • Create an event log in Engage (see below) and save the completed screening, CCR history screenshot and completed impact notice form):   

  • Texas Rising Star Probation – Probation A or B  

  • Star Level Change – Star Level Drop Impact  

  • Suspension – Suspension status  

  • No longer participating – voluntary withdraw  

  • The ELP will be notified of their impact during the assessment visit (use Confluence script) to inform them of the certification impact:  

  • Share the Impact Notice form via email (use Confluence script)  

  • Request for Impact Notice to be signed and returned to your WFS (Workforce Solutions) email within 2 business days (reach out to ELP if form was not received within provided period)  

  • Create a general status event log and upload the signed Impact Notice form   

  • Note: If an initial applicant does not meet the screening criteria, create a general status event log in Engage (notify the mentor, Assessor Manager and Research Coordinator). Save the completed screening form and the CCR screenshot.  

If no deficiencies are found,  

  • Create a monitoring deficiency event log in Engage under the ELPs Texas Rising Star Assessment 2.0 school account. Under comments, type “no deficiencies found” or “no impacting deficiencies found” as applicable during quarterly screening.  

If no impacting deficiencies are found, and total number of high and medium/high deficiencies does not exceed a total of 14 deficiencies, but the ELP has been cited for deficiencies that are not impacting their certification,  

  • Create a monitoring deficiencies event log and add comment “no impacting deficiencies found.” Save screenshot from CCR website.  

  

Note: If an initial applicant does not meet the screening criteria, create a general status event log in Engage (select to notify the mentor, the CAE scheduler alias email address). The mentor name can be found on the school management page.
