The Screening Process (Initial/Current Early Learning Programs) 

Texas Rising Star certified programs are expected to maintain a consistent and high level of compliance with CCR minimum standards. A Texas Rising Star screening for currently certified programs must be completed before any assessment or annual monitoring visit and quarterly (every three months) by an assessor and per the guidance provided within the EUG. Staff must use the screening form version that is applicable to the ELP’s facility type (centers, homes, or after-school). For information regarding completion of a screening, see the Screening Frequency section. 

For initial certification, staff must use the Initial Screening form. To be eligible for certification, the ELP must comply with all requirements on the Initial Screening form, which comprises three sections.  

For currently certified Texas Rising Star ELPs, staff must use the Current Screening form, which comprises five sections, before any assessment and each quarter.
